Norway introduces a law that punishes clients of prostitutes.
Norway now has a law that forbids Norwegian citizens from paying for sex inside or outside the country.
According to Norwegian authorities, people who buy the services of prostitutes will pay a fine and will be sentenced to six months in jail and, in cases of child prostitution, the sentence can be extended to three years.
The Norwegian government decided to punish clients, and not prostitutes, in an attempt to fight problems such as sexual tourism and child prostitution.
The new law is more severe than the measures already introduced in other Scandinavian countries, such as Sweden and Finland.
In Norway, the police will be authorized to tap telephones to get evidence against violators.
According to the Norwegian newspaper Dagsavisen, the new legislation has already made many foreign prostitutes leave the country.
“We have indications that nearly 50% of East European prostitutes and 40% of the Nigerians have already left the country,” said Olav Laegdene, of the Nadheim Center for Women, to the newspaper.
The government says that it will offer access to public education for prostitutes and treatment for those addicted to alcohol or drugs.
Critics affirm that the law will not be successful in combating prostitution and (will only make it harder to control that activity)/(will only drive it underground).

Le disastros de 2008
Le perditas global ascendeva a US$200 billiones, del quales US$45 billiones non esseva assecurate, 50% plus que in 2007.

The Disasters of 2008
Last year was one of the most devastating because of its natural disasters, according to one of the principal insurance companies in the world.
The Munich Re company assures in its annual report that the impact of natural catastrophes in 2008 has been greater than in 2007 because of the extent of the human and economic losses.
According to the company, climatic change is the cause of the destructive power of the hurricanes and floods that affected our planet in 2008.
Hurricanes have caused losses valued at more than $9 billion in Cuba.
Though the last twelve months saw fewer extreme weather phenomena than were seen in 2007, their impact was greater.
In 2008 more than 220,000 people died because of phenomena such as hurricanes, earthquakes, and floods--the greatest number since 2004 after the occurrence of the tsunami that devastated Southeast Asia.
The global losses reached $200 billion, of which $45 billion were not insured, 50% more than in 2007.
All this makes 2008 the third most costly since 1995, when an earthquake devastated the Japanese city of Kobe, and 2005, when the hurricane Katrina attacked the southern and central United States.
“Climate change has now begun,” said Torsen Jeworrek, of Munich Re. “And it is probable that it is now contributing to the increased occurrence of the extreme meteorological phenomena causing the natural disasters.
In 2008 Asia was the continent most affected by natural catastrophes.
The damage caused by the earthquake in the Chinese province of Sichuan, for example, produced 70,000 fatalities.
In Burma the cyclone Nargis caused the death of some 130,000 people, while the earthquake that devastated the Chinese province of Sichuan in May produced 70,000 deaths and made millions of people homeless.
According to the insurance company Munich Re, the losses of $85 billion made it the second most expensive earthquake in history after the one in Kobe.
Though these two phenomena caused the greatest loss of human life, the economic losses for the insurance companies were not high because only a small amount of the property was insured.
The most costly event of 2008 was Hurricane Ike, which caused $30 billion in losses. It was one of the five largest hurricanes of the year in the North Atlantic, and the damages caused by Ike and by Gustav and Paloma topped $9 billion because of the impact on housing, agriculture and the electrical system.
In 2008, around 1,700 tornados crossed the United States, causing losses in the billions of dollars, equal to the rains in Europe caused by low-pressure weather conditions.
Munich Re recommends that the nations of the world adopt effective regulations for reducing CO2 to combat climatic change.
“This is pure logic,” said Peter Hoppe, chief of investigation of Munich Re. “When temperatures go up, there is more evaporation and the atmosphere can absorb more water, so its energy content is greater, and if we don’t seriously attack the problem of global warming at this moment, it will be very costly to future generations.”

Problemas con multe grammaticas de interlingua
(Languages of this post: Interlingua, English)

Problems with many Interlingua grammars
Many Interlingua grammars only present the forms of Interlingua words, such as prepositions, for example, and the verbs and their endings. Often they present only brief translations without examples of their use in coherent text.
Since the grammar of Interlingua is very simple, it is more effective to learn Interlingua by reading clear and well-edited texts. And if such texts also present versions of their content in Interlingua’s other source languages, it becomes even easier to learn Interlingua if you carefully compare all the versions of these parallel texts. By doing this you can easily observe the similarities and the differences between Interlingua and its source languages.
Because of these considerations, most of the texts on this site are bi- and trilingual. The subject of some of them is Interlingua itself, but I also present many brief articles in Interlingua, a Romance language that contributed to its formation, and English, also one of the source languages of Interlingua.
You can, of course, read these articles only for the information they contain in the language you prefer. But I hope that some of you will also carefully study the details of expression exhibited by these languages. If you do this, your linguistic knowledge will rapidly increase, and you also will learn how to express yourself more clearly in your native language.

Interlingua e Esperanto
(Languages of this post: Interlingua, English)
Ante apprender interlingua, io apprendeva Esperanto. Esperanto me place multo.

Before learning Interlingua, I learned Esperanto. I like Esperanto a lot. I especially admire its agglutinative flexibility and its ability to freely coin new words from its affixes.
But after discovering on the Internet that Interlingua is not a dead language, I decided to dedicate myself to increasing the number of Interlingua texts that can be easily found on the Net.
My two most important publications are “Interlingua in Interlingua,” which you can find at [geocities.com/hkyson], and a conversation course. The best version of this course can be found at [http://www.interlingua.nu/elibros/Conversation_interlingua.pdf].
The partisans of other planned languages can use all these resources as a basis for quickly producing new texts in their preferred languages for the use of students and the general public. Their language is clear and easy to understand, their topics are of interest to an international readership, and they form part of the creative commons available to all users of the Internet.
(Languages of this post: Interlingua, English)
---
For learning any language, many texts are necessary for study. Since I started my own studies of Interlingua, I dedicated myself to producing collections of texts and courses for the use of students of Interlingua.
Perhaps the most important publication that I have elaborated is “Interlingua in interlingua,” a collection of texts from the magazine “Panorama” on the sciences, traveling and tourism, and interlinguistics. Many of these texts are re-edited.
“Interlingua in Interlingua” also contains an eighteen-chapter course titled “Lege interlingua e apprende su structura” (Read Interlingua and Learn its Structure). The grammar of Interlingua is so simple that a person can learn it very easily just by reading clear and easy texts in the language with a minimum of grammar exercises.
The first chapters of this course start with a text for reading and end with structural notes. The final chapters of the course have no need for structural notes and have only a series of summaries of the history of the twentieth century. Its URL is [http://www.geocities.com/hkyson].
My second important publication is a course of conversation in Interlingua that is very similar to a radio play. It is principally the history of two protagonists, Catherina and Petro, who work for Marex Mundial, a company specializing in systems of urban transport. The course is in eighteen parts, and each part has six scenes. Its URL is [http://www.interlingua.com/e-libros-conversation].
Before each scene is a summary of its content. After most of the scenes there is a small exercise that explains some of the characteristics of Interlingua used in the scenes. The course has a guide learning spoken Interlingua exactly the way you are who explains the purpose of the exercises.
You can read this course, preferably with other people as if you were having a conversation with them. Since the grammar of Interlingua is very simple, you will be able to learn it inductively as you use the course without the need for notes on grammar in the course itself.
There are many pedagogical resources on the Internet for studying Interlingua, and all of them are good. But if all of them disappeared and only “Interlingua in Interlingua” and my conversation course survived, with only these two publications you would have a great amount of documentation of the language—more than enough to revive it in case of necessity, and all these resources for studying Interlingua are very quickly available on the Internet at absolutely no cost!
