The number of people infected with HIV has reached more than 40 million in 2005.

Onusida, the United Nations program against AIDS, today released its annual report on the state of this pandemic in the world which indicates that the number of people affected by this illness has gone beyond 40 million people this year.

According to the report, the increase in infected women has continued to the point of representing 43% of the cases. Deaths caused by AIDS went beyond three million victims in 2005.

Since HIV was identified almost twenty-five years ago, 25 million people have died because of its effects, and the spread of the pandemic has not stopped this year.

The report, however, identifies the successes that have been gained in Kenya, Tanzania, and Zimbabwe, where the rate of infection of young women has gone down thanks to programs of prevention.

Onusida also notes that there has been progress in the distribution of anti-HIV medication in poor countries, though still six million seropositive people are in need of treatment.

A layer of benzene, an extremely poisonous chemical product, has polluted an eighty-kilometer (fifty-mile) area of the Songhua River in the northeast of China after a petrochemical-plant explosion on November 13 in the province of Jillin.

The Chinese government recognized yesterday the seriousness of the situation after the pollution forced the suspension of water supplies in the city of Harbin, the capital of Heilongjiang Province.

Around nine million people are now concerned about this measure. The population has exhausted the supplies of bottled water in the supermarkets of Harbin, and the vice-governor of the province has even had to apologize before the inhabitants of the city.

The Chinese government has assured that the situation will be controlled by the end of next week, but many inhabitans have decided to leave the city temporarily. Today the people of Iraq will elect their first government since the American invasion in 2003. Some violent incidents were reported when the polling places were opened this morning, but participation seems to be substantial.

The Iraqi president, Jalal Talabani, has asked that this be a day of celebration. Around 15 million citizens have been asked to vote, and it is expected that the Sunni population will also participate massively. Some insurgent groups have supported this election, but Al-Qaeda considers it a “Satanic operation.”

The occupation forces have adopted strong security measures: the population itself will have to go vote on foot because automobiles cannot approach the polling places to avoid possible terrorist attempts. Two years after interrupting its nuclear program, Iran has decided to reopen it under the supervision of the International Atomic Energy Agency. Though the Vice-Director of the Iranian Atomic Energy Agency, Mohammad Saidi, has said that nuclear activities are limited to scientific research, Teheran’s decision has caused disappointment and annoyance in the Western countries.

Teheran insists that its atomic-research program is necessary for developing its industrial capabilities and that its goals are peaceful and limited to the production of electricity from nuclear sources.

The European Union had temporarily succeeded in keeping Iran from reopening this program, but the Iranians broke this agreement in August. Efforts by Russia to resolve the crisis have not been fruitful.

Yesterday the Iranian authorities started to break the seals that had closed off the nuclear installations. The United States has said that it would ask for a resolution of the United Nations Security Council if Iran does not interrupt its nuclear activities.

The majority of the cases in Turkey are in the eastern part of the country in a region with a Kurdish majority. The people infected are now being treated with Tamiflu. But the Turkish government has received serious accusations of negligence, and neighboring and European Union countries have blocked importations of birds.

The Food and Agriculture Organization of the United Nations (FAO) has warned that bird flue could become endemic in Turkey and threaten neighboring countries. According to John Lubroth, an FAO expert in animal health, the virus could spread out despite the control measures that have been taken up to now.

In the meantime, in China, two people infected with the H5N1 virus died in recent days according to the Chinese government.

Brazil, Russia, India, and China, the BRIC nations, are demanding a greater voice in the world economy.

Despite differing views on various topics, the four countries that form the group called BRIC (Brazil, Russia, India and China) are coming together for the second time this Thursday in Brasilia with one common goal: the pressure for reforms in the international financial system.

With sometimes conflicting positions on issues like world trade or global warming, the BRICs are joining forces to gain a greater voice in institutions like the International Monetary Fund (IMF) or the World Bank.

“These countries have differences, but share a strong interest, which is to have a greater role in discussions about the global economy,” says Kenneth Lieberthal, a China specialist at the Brookings Institution in Washington.

The program director of Latin American studies at Johns Hopkins University, Riordan Roett, made a similar assessment: “The various national interests of the BRIC countries do not keep them from acting forcefully in pressuring industrial countries to recognize their importance,” said Roett, who has recently finished writing a book, which is scheduled for publication in August, about how Brazil has become one of the BRIC countries.

The pressure of the BRICs for a greater role in the international arena gained momentum with the global economic crisis. The four countries have suffered much less than the economies of Europe or the United States in this crisis, and also recovered more quickly. It is estimated that the four countries in the group will be responsible for more than 60% of world economic growth from 2008 to 2014.

The vision of the BRICs is that the division of power in institutions like the IMF and World Bank is no longer relevant to the economic and political conditions prevailing in today’s world.

“The BRICs have great importance in world trade and are growing economies,” said Roett. “And the old G7 industrial powers will have no choice but to accept this new reality.”

The analyst at Johns Hopkins University made an optimistic forecast about the chances of BRICs winning the coveted role of greater relevance on the world stage. “It will happen,” he said. “I believe that the next director-general of the IMF will not be European, and the next World Bank president will not be American.”
