Egypt and Obama’s Dilemma
Because of the crisis in Egypt the U.S. government must confront a dilemma that has vexed American foreign policy for many years: how to defend the ideals of democracy and, at the same time, the country’s interests.
Ever since the unrest began calling for the withdrawal of the Egyptian President, Hosni Mubarak, the United States has had the problem of deciding whether it will support the protesters or Mubarak’s government. Mubarak has been a U.S. ally for thirty years and is considered crucial to American interests in the Middle East.
In an interview published on the website of the Council on Foreign Relations, former Secretary of State James Baker described the situation in Egypt as an example of “how difficult it is to conduct foreign policy.”
“We have to consider principles and values, of course, such as democracy, human rights and freedom.” Said Baker, who managed American foreign affairs from 1989 to 1992. “But we must also consider our national interests.”
Mubarak has played an important role in peace negotiations between Israelis and Palestinians and has been an important supporter of the U.S. government in its efforts to combat Islamic extremism and the ambitions of Iran.
Many in the United States are convinced that after Mubarak, a new government will emerge that will be hostile to American interests.

Anti-American sentiments in Egypt
Anti-American sentiments are starting to emerge in Egypt because of what many believe is an overly cautious response to rebel demands for Mubarak’s resignation. For a period of years such feelings have been active but hidden in the country. They became increasingly stronger because of American economic and military support of Israel and the invasion of Iraq by the United States.
While the current level of antipathy remains rather low, anti-American posters have appeared in the streets of Cairo among similar signs demanding Mubarak’s resignation.
Many Egyptians believe that the U.S. position of neutrality reflects hypocrisy and cynicism. “Right now, the United States does not want to support any group in this rebellion so that the American government can eventually say that it has always supported the final victors,” said Amin Iskander, an official of the El Karama party, a group that opposes Mubarak’s administration.
Two years ago, Obama selected this influential Arab capital to present a speech to the world insisting that the United States does not have warlike intentions against Islam and demanding that the governments of the Middle East respect the “will of the people.” In previous years even the Bush administration demanded on several occasions a course of democratic evolution in the Arab countries.
Said Samir, 26, a resident of Cairo, was among those who were inspired by Obama’s speech. Many Egyptians note Washington has always been reluctant to abandon dictators like Mubarak, who has been a firm ally of the American government in its opposition to Muslim extremism and in its support of Israel. And to some American diplomats, the current rebellion in Egypt is similar to the rebellion in Iran that resulted in a new Islamic government in that country.
But some of the protesters in Cairo express sympathy for the United States. “They simply want to fight against extremism in the country,” said Azza Abdulfadl, a science professor at Benha University. “There should be a transition plan. If Mubarak resigned today, the country would fall into anarchy.”
Still, many believe that many officials, on saying that the Mubarak government should remain stable while they advocate a gradual transition, are hypocritical. They insist that the risk is that Americans will be losing a lot of influence in that part of the world.
In recent years, the prestige of the United States has deteriorated because of the torture of Iraqi prisoners by the United States and the deaths of thousands of civilians by the United States in Iraq and Afghanistan.
Many American tourists are hurrying to leave Egypt. Obama says that the United States is prepared to accept Islamists in a new Egyptian government if they support democracy.
President Obama’s administration has announced that it is prepared to accept a role for groups like the Muslim Fraternity in a new Egyptian government if they reject violence and truly accept a pluralistic political system for the country. This position by the American government recognizes that a reformed government in Egypt will probably have political elements that will not support traditional U.S. policies toward that country.
“This new policy of the Obama administration clearly indicates that the United States is not going to advacate a restricted form of pluralism,” said Robert Malley, a negotiator that represented the United States during Bill Clinton’s administration in negotiations between the Israelis and the Palestinians.
George W. Bush’s administration also said that it wanted democratic reforms in Egypt, but its Secretary of State, Condoleeza Rice, did not mention a specific role for Islamists in a reformed Egyptian government.
A spokesman for the White House, Robert Gibbs, said that a new Egyptian government “will have to include a significant group of nonviolent secular partisans to assure that Egypt will be able to continue its alliance with the United States.”
Gibbs also said that up to now Obama’s administration has not had contacts with the Muslim Fraternity because of questions about its dedication to the rejection of violence and to a parliamentary government’s legal principles of operation. (This group is not found, however, on the American list of terrorist organization like Hamas and Hezbollah.)
These comments by Gibbs came after a conference in the White House in which a consensus emerged that the American administration has accepted the possibility that Mubarak will have to resign from the Egyptian presidency.
Among the organizations that are fighting for reforms in the Egyptian government, the Muslim Fraternity is the largest one with 600,000 members, many of them educated men from the middle class. It has formally rejected terrorism and violence, but its inclusion in a new Egyptian government probably will be controversial among U.S. allies, especially Israel, because the group advocates the nullification of the peace treaty between Egypt and Israel.
Its members run as independent candidates in Egyptian elections. In 2005 they won 20% of the seats in the Egyptian parliament. But in the November, 2010, elections they did not win any seats in the parliament, provoking accusations among them of fraudulent practices in running the election.
Beyond its political efforts, the Muslim Fraternity has social programs to help fill the gaps in the social-service programs of the Egyptian government. At the same time it rejects the possibility of a Christian or a woman in the Egyptian presidency and advocates changes in the legal system of Egypt that would accommodate many of the practices of Sharia, the Islamic legal code.
