The United Nations authorizes military actions against pirates in Somalia.
The Security Council of the United Nations approved this Tuesday a resolution that allows international military forces to pursue and capture pirates in Somali territory.
The resolution, valid for a year, states that the transitional Somali government must give its permission before an operation to pursue pirates is undertaken.
Naval warships of the United States, European countries, and India are patrolling the Somali cost to reduce pirate attacks, which have become more frequent in recent years because of the state of anarchy in the country.
The pirates have under their control around twelve ships, including a Saudi petroleum tanker.
The commander of the Fifth Fleet of the U.S. Navy, Vice Admiral Bill Gortney, said that it could be difficult to identify pirate camps and that there is a risk of killing innocent people while raiding the country.
Indonesia, one of the fifteen countries that are members of the Security Council, is one of the critics of the resolution but finally voted in favor of it. (Indonesia also has problems with pirates and fears that a precedent will be created for pursuing pirates in the national territory of the countries where they operate.)

Obama e Chavez, Morales, e Castro

Obama and Chavez, Morales, and Castro
Chavez had already expressed his enthusiasm for the election of Obama. "Though a person shouldn't be naïve," said the president of Venezuela, Hugo Chavez, with reference to Barack Obama's imminent arrival to the White House, "I feel that the winds are blowing in our favor."
In an interview on Venezuelan television, Chavez declared that, though it should not be forgotten that Obama will be the "president of the empire," he is willing to have "direct, personal contact with the president elect, provided that the sovereignty of Venezuela is respected."
Similar opinions are held by the ex-president of Cuba, Fidel Castro, and the president of Bolivia, Evo Morales.
Castro, who has directed the destiny of Cuba for about fifty years and even now has strong influence on the politics of the island, wrote a little more than a week ago that "it is possible to talk with Obama,"though the empire should know that our country can be ground into dust, but the soverign rights of the Cuban people are not negotiable."
Fidel Castro is more cautious, but even he says that the next president of the White House is "an intelligent man." His brother Raul, the current president of Cuba, went beyond that, saying, "We should get together with Obama and start to solve our problems."
Regarding the president of Bolivia, during a visit to the United States a little more than a month ago, he said that he wanted to improve relations with Washingon, since there is a new president. "I believe that the world has started to change," he said. "In Bolivia I am called the Indian president, and in the United States there is now a black president."
Nevertheless, the position of Morales changes when it comes to the American anti-drug agency, the DEA. "The DEA will not return to Bolivia while I am president," Morales insisted.
Venezuela suspended its cooperation with the Drug Enforcement Administration in August, 2005, after concluding, as a result of an investigation by the Venezuelan intelligence service, that "the DEA was using the drug war as a pretext even for supporting drug trafficking and for working in Venezuela against the government," said Chavez. From that date Washington has kept Venezuela on its black list grading the participants in its drug war.

(1) O Royal Bank of Scotland(RBS), que anunciou que potencialmente poderia perder cerca de US$ 606 milhões;
(2) O maior banco da Espanha, o Santander, que tinha US$ 3,1 bilhões investidos com Madoff;

Billion-Dollar Fraud in the United States
Some of the largest banks in the world revealed that they had been victims of a fraudulent scheme in the millions of dollars that resulted in losses totaling $50 billion.
The scheme, described as one of the biggest investment pyramids, was hatched by Bernard Madoff, the owner of an investment fund and the ex-president of NASDAQ, one of the principal stock markets based in New York in which high-technology stocks are sold.
He is accused of having promised very large earnings, paying old investors with money invested by new clients.
"American regulators failed in their work," said Nicola Horlick, the CEO of Bramdean Investments, "and I believe that it is now very difficult to invest in things that should be regulated in the United States. This is the biggest financial scandal in the history of markets. Fifty billion dollars is really a lot of money!"
Among the banks and financial institutions that had investments with Bernard Madhoff are
(1) The Royal Bank of Scotland(RBS), which announced that potentially it could lose around $606 million.
(2) The largest bank in Spain, the Santander, which had $3.1 billion invested with Madhoff;
(3) The BNP Paribas, which could lose more than $40 million;
(4) The French bank Natxixis, which could lose up to $460 million;
(5) The second largest bank in Spain, the BBVA, which could lose up to $400 million;
(6) One of the largest investment groups in the world, Man, which had $369 million invested in the enterprise.
(7) The Japanese bank Nomura, which affirms that its exposure is rather small, nearly $304 million.
Analysts confirm that this case should feed uncertainty about the entire hedge-fund industry. The American promoters affirm that Madoff planned a scam of massive proportions with his hedge fund and his work as an investment advisor.
If he is found guilty, American analysts affirm that he could confront twenty years of prison and a $5 million fine.

Obama e le Rete

The Internet and Obama
It is true that certain sites on the Net such as YouTube have played an important role in Barack Obama's campaign, but the Net still is very important for his team, which has a site,
It asks Americans to send ideas and to contribute their visions for the future of the country and gives them, if they want, the chance to to ask for a job in the new admistration. It is emphasized that the creation of the site is in accord with the objective of the president elect to make government activities more transparent.
The government itself has a site dedicated to the transition, in which the Government Accountability Office (or GAO), an organization whose purpose is to supervise government activities, is compiling a list of the thirteen most important objectives for the new administration, such as the supervision of markets and financial institutions and the conflicts in Iraq and Afghanistan, that the new administration will have to concern itself with.
Others use the Net illegally to try to make money from Barack Obama's victory. Spammers are exploiting his victory to send out fraudulent messages.
F-Secure, an enterprise specializing in the fight against viruses and other malicious programs, has discovered, for example, a web page that asks people to click on a button to hear the president elect's speech after his victory.
But interested people first must download their version of the video reader Flash Player. And if they accept this offer to install it, they will receive a virus on their systems that will grab hold of the details of their bank accounts.
Another enterprise, Sophos, has found spam messages that announce the death of Barack Obama, and internet surfers who click on the connections in these messages are taken to a the site of a Canadian company that sells pharmaceutical products.
One thing that is worse: According to Sophos, apparently inoffensive e-mail messages during the campaign seem to invite Net surfers to answer questions for polls, but in reality they try to elicit private and confidential information.

The president of Cuba, Raul Castro, arrived in Venezuela in what is his first official visit to that country since he assumed power in 2006.
"I'm extending you my greetings and an embrace from the Cuban people and the chief of the revolution, Fidel Castro," the Cuban president said as he was received by president Hugo Chavez at the Caracas airport.
It is hoped that both presidents will discuss strategies to confront the international financial crisis as well as the fall in petroleum prices.
Castro's visit also has a symbolic value, since it comes a few weeks away from the festivities of the fiftieth anniversary of the Cuban revolution.
On arriving in the country, Castro met with Cuban diplomats and visited National Pantheon of Venezuela, where it is believed the remains of the Latin American independence hero Simon Bolivar are buried.
"Raul is going to repeat history," said Chavez a little before the arrival of Castro and mentioned that the visit has "the same importance" as the first one that Fidel Castro made to the country after the victory of the revolution that overthrew the government of Fulgencio Batista in 1959.
Neither the government of Cuba or Venezuela specified the amount of time Raul Castro plans to spend in the country, but it was revealed that both governments will sign various bilateral accords.

Don't try to test Obama, Gates says to the enemies of the United States.
The secretary of defense of the United States, Robert Gates, alerted the enemies of the United States to avoid trying to test the government of Barack Obama at the beginning of his term, saying that the security team of the new president will be prepared to defend American national interests from the very beginning of his administration.
Gates also affirmed that the security of the Middle East and the Golf will continue to be a high priority for the American government.
The declarations were made in a regional security forum in Bahrein, organized by the International Institute for Strategic Studies, with representatives of twenty-five countries in attendance.
Regarding Iran, Gates denied that the United States is working toward a change of regime in the country, but he said that he wants to see "a change in policies and a change in behavior."
Gates, who is an ex-agent of the CIA, the American intelligence service, said to the representatives gathered in the forum that "anyone who believes that the next months will present opportunities to test the new administration is completely delulded."
"President Obama and his national-security team, including me, will be prepared to defend the interests of the United States and our friends and allies from the first moment of Obama's administration, which will start January 20.
Obama's vice president, Senator Joe Biden, said during the campaign that there would be attempts to test the new president with an international crisis at the beginning of his administration, in the same way thet President John F. Kennedy was tested with the Cuban missile crisis.
From the time that he became secretary of defense in 2006, Gates won support among Democrats and Republicans because of the way he sent extra troops to improve security in Iraq and was praised for the reduction of violence in the country.
He also visited Afghanistan, where he promised more troops and resources as the United States reduces its presence in Iraq.
